We purchased a 20ft container of Welding Wire from
TIANJIN DEKAY INDUSTRIAL CO., LIMITED
Add:No. 118,Kaiwei Road,Tanggu District,Tianjin city,China
Tel/Fax:+86-022-27059151
Email:[email protected]
Contact name is - Helen or Frank

On our purchase contract, it states that the goods are “CIF” which in International “INCO” terms stands for “Cost Insurance Freight”.
Which means the goods should have been insured by the supplier in China before they were shipped.
The supplier told us they did not insure the products after we opened the container to find "sand".

We asked the supplier to provide us with pictures of the container loaded with our goods and they did not supply them and said it was already loaded onto the ship.

When the container arrived at our location on the 7th April 2015 we opened the container to find it did not contain Welding Wire but some kind of dirt or sand. We also found out when it was delivered it was 16ton not 25ton as stated on the B/L.

When a container is loaded a special coded lock is put on it when the supplier seals the container, the same lock was the one that was on the container when it arrived at our location and is the one we cut off to access the goods.

We have tried every avenue possible to try and get the company to send us the correct goods but they refused.
We have contacted consulates, importing agents, Hong Kong and Chinese Police etc

The company will not give us any information on any other products that the factory they deal with produce so we can try and ascertain what this product we have is. They have refused on every level to send us any information on the Factory, they said they have video of the container being loaded but also refuse to send this information. They also refuse to tell us the same or address of the factory so we can contact them directly.

Can anyone help us on what to do next?

Welcome to Scamwarners Welding and I'm sorry to hear about your problem but China has a major problem with companies/websites that offer goods and are fraudulent. I have nothing against China, but there appears to be no government control or attempt to remedy the situation and, that being the case, people should be extra cautious when dealing with China because there is very little recourse if things go wrong.

I can't offer a solution to you I regret. If someone can scam you and get away with it, they will.
