Do you have one? And if not, do you know where/how to get one?

I'm guessing that the answer to both questions is no, as they don't exist, and that is where the scam will start. The scammer will direct you to a fake website/email where you can get your permit from. Once he's scammed you out of a few thousand dollars for that (and you've proved you're gullible enough to believe his lies), he'll carry on charging you various other fees and taxes.

Gold has a market price (currently about $42,300 per kg), so there is no need for anyone to sell it at prices far below that.
