It still comes under advanced fee fraud in this case but we can leave it her, it is a little differnt to the garden variety Advanced fee fraud.

He we are meant to accept that a stranger who does not know our name or location want the reader to give them financial advice in regards to investment of millions of dollars.

Most people with that kind of money would simply contact a financial advisor, you can find them in the phone book and they are not near as expensive as the amount of money you will be offered.

Of course, its a scam, you will be asked to pay fee after fee and never receive a cent in return.
