The writer of this scam mail does not have a genuine interest in investment in 'your country'. He does not even know, at the time of sending this email (which he will have sent to probably hundreds of addresses at the same time), which country the receiver of this mail is actually living in.
This email was not sent by the Minister of Minerals, Energy and Water Resources in Botswana. It was sent by a scammer who does not have any money to invest. He intends to trick you into sending him some money, most likely for some type of invented fee that he will claim is necessary to pay before the investment goes ahead. There will be no investment. It is a scam.

subject HELLO CAN I INVEST IN YOUR CONUTRY
Hello,
My name is Mr. Ponatshego Kedikilwe the Minister of Minerals, Energy and
Water Resources of the Republic of Botswana.
ABOUT BOTSWANA:
The Republic of Botswana is formerly a British colony situated in
Southern Africa, nestled between South Africa, Namibia, Zimbabwe and
Zambia. The capital of Botswana is Gaborone.
The country is democratically ruled, boasts a growing economy and a
stable political environment. Botswana has some of Africa's last great
wildernesses including the famous Okavango Swamps and the Kalahari
Desert.Botswana is the largest exporter of gemstone diamonds in the world
as well as a large beef exporter to the European Economic Community.
The 2001 population census recorded an estimated 1.7 million people, the
majority of whom live along the eastern corridor. More than 25% of the
people live in urban areas. English is the official language while
Setswana is the national language. There are nonetheless a number of
other local languages.
The prompting of my message came after much thought on the country most
suitable to invest some personal funds acquired from kickbacks and
legitimate sale of Gems, I have decided to invest in your country. Before
we proceed I need your assurance that funds in question can be invested
without my being implicated as the original owner for security reasons
due to my political position.
Kindly indicate your interest with direct contact numbers for
confidential telephonic discussion to enable a further update on further
details such as the amount involved etc.
Respectfully yours,
Mr Ponatshego Kedikilwe
