The recipient has never signed up to receive mails from [email protected], so at the very least they are spammers. But their whole email is a lie. They claim "based on a thorough review of your previous academic and professional record" - they do not have access to anything more than the brief details on a CV (if that).
A quick look at the WhoIs details of the domain baychesteruniversity.com
Shows that it was registered in November 2014 and the registrant hid their details (legitimate businesses and organisations would have no need to do that).
The website claims
That's rather clever for an online university that didn't exist before November 2014. And the only "Complete University Guide" that I could find appears to be UK based and makes no mention of Baychester University.
A quick google of the phrase "The Complete University Guide rated us as one of the Worlds' top 10 universities for our spending on research in 2012 and 2013" brings up 3 more websites making the same claim:

jameshardinguniversity.com = James Harding University = +1-877-710-9438 = +18777109438
baytownuniversity.com = Baytown University = +1-877-907-2238 = +18779072238
All 3 are more recently registered than their claims would lead you to believe and all 3 hide the names of their registrants and have no easily findable physical contact details, just freephone numbers, which a couple of them hide as images to stop search engines picking them up.
A look at the Faculty, shows that Baychester University, Bakerville University and James Harding University all have the same staff. And the images of the claimed staff of all 4 univerisites are easily found on other sites where they have been copied from.
